Holly is right. This isn't a legal matter, it's a family counseling matter. Your sister is going to need to resolve this issue with her husband.

Well, then it might be something to consider that she needs to leave him and get full custody of the girl.

You have no legal rights but what arrangement does your sister have? Are they still together? If not, who is the custodial parent and what are the terms of visitation? Why would the father say such a thing? If they're not together your sister should discuss with her lawyer because an arbitrary "the child can't see your family" is usually legally unenforceable unless there are some grounds where keeping the child away is in the best interest of the child. And that would usually need to be decided by the court.
Again, why would the father say such a thing and what is their present arrangement? Is your sister just going along with this and if so, why?

Well you could try and get your sister to take action. It is a bit strange that he doesn't want the child part of your family.Sounds to me like he's trying to cut your sister off.

You might want to help your sister leave. Call the DV helpline and ask for suggestions. Many DV victims are in danger when they think of leaving or start to leave. Call the DV hotline. Information is here: National Domestic Violence Hotline - Get Help (http://www.ndvh.org/get-help/)
