I have small red bumps on my arms and a few on my chest I can't figre out what they are

How do you know that? Can you diagnose over the internet? We weren't even provided with enough information to make an educated guess.

Another possibility could be hives, from an allergic reaction.
Do they itch?
Are they painful?
Are your cheeks unusually rosy, as well?

How long have the bumps been present?
