I have a 98 Honda Accord. The only way to get the key out of the ignition is to put on the emergency brake. When you try to turn the key, you can't turn it far enough so that the key releases. If you put the emergency brake on, then you can turn it further and take the key out. At times, it's also very difficult to get the key to turn so that you can start the car. The starter locks up, even though the steering wheel isn't locked.

It definitely sounds like the steering lock has been damaged and needs to be replaced. This link should help you do it yourself:

I would replace the ignition switch at the same time:

In the interim, spray the inside key mechanism with WD-40--it may help.
