There isn't really an easy answer to this question...
In the early 1800s, baseball was much less organized than it is now. But there were people know as baseball promoters that worked bring fans to baseball games. One of the biggest promoters of the time was Albert Spalding. It is believed that he was the first person who used the term World Series while looking for teams from around the world to participate in a baseball tournament.
The first time that a baseball series was played between the two best teams to determine a champion was in 1884. In the late 1800s those championship games were organized by the team owners for the best team in the American Association and the best team in The National Association of the United States. However, the championship was not referred as a World Series.
The first true World Series recognized by MLB was in 1903 between Pittsburgh and Boston. It was the owners of the teams that organized the series.
So, to answer your question, there is no one person to be credited as it is something that has evolved over time.
