What is the specific type of visa you have and what is your country of residence? Usually a "visitor's visa" (B-2 I assume) would not be for 5 years...

What is the visa type and is this a visa to enter the USA?

It sounds like a B1/B2 visitor visa. Entry usually limited to 6 months, no employment, no schooling allowed. If you want her to go to school here, she needs an F-1 student visa.
Permanent residence (green card), will depend on what you qualify for. If your USC sister applies for you it can take 10 years or more, and you have no authorization to remain in the US during that time.
You should consult with an experienced immigration attorney to review your educational background and work history to see what NIV you qualify for and then after that, what immigrant preference category. Good luck.
