Depends on how many men are working how experienced they are and what kind of material they are using.

So could you explain a little more about the job,

Yes. You have to the water off to install your supply lines anyway.

Are you asking how long it takes to water pipe a new building? How many persons will be doing the work? Aree they licensed plumbers? What material are the pipes? Hoe long will the runs be? One or two stories? You have to realize, every job's different so asking the cost and labor won't give you the information you're seeking. But if you give me all the details you have I'll try to figure how ling it would take me on the average. The water's always off when we run water pipe. Good luck, Tom

Are we talking about just the chrome or braided stainless supply lines? If so that is roughly 15 min. per sink and about 10 for the w/c

If you are talking about the in wall rough, then that is a whole other beast all together and we would need quite a bit more info.

Also, this work can be done without the water on to the residence. The installer however will not be able to flow check the work, eg; slip joint drain lines, compression fittings and faucet connections.
