I have a flat roof that runs over my kitchen and is accessible via a door in my bedroom. I just had the roof replaced last year because it was leaking into my kitchen. When they replaced the roof, they removed a small balcony that was outside of my bedroom (thus the door). Now my insurance company wants the door permanently secured or a railing or balcony put back up because someone could supposedly open the door and fall off (they could actually walk very safely across the roof). I don't want to secure the door, because this is our best means of escape from the top floor in a fire. Any of the windows would be too high to jump from, but the flat roof is also above a deck on the back of the house, which we would jump onto. How do I attach either a balcony or a railing through the rubber roof?

Two thoughts, first ask the insurance company if a dead bolt with keyes on both sides will meet their requirements. If so, a dead bolt is cheap and easy and you can put the key on top of the door frame. If it has to be a deck then you can glue sleepers down to the rubber membrane and screw your deck joists into the sleepers.
