If the lease between the landlord and the store owner allowed the practice of distraint then the landlord was allowed to do what he did. Distraint is where the landlord is allowed to take the tenant's property when rent has not been paid. Most commercial leases allow for distraint.
Unfortunately that was a risk you took when you placed your merchandise with the store owner. Your only remedy is repayment from the store owner.
