My parents and I have been having harrassement issues with my brother-in-law for almost 10 years now. For the past 4 years he refusses to let us see my nephew, niece, and my sister. My sister states that my brother-in-law admits to having some mental health issues but refuses to seek the help he needs. My father's health is depleting and this would be a very appropritate time for our family to reunite. I love my sister, she is the only sibling I have, but she has to choose her own life. However, my parents and I would despertly love to have some visitation rights to my niece and nephew. I know that there are some rights for grand parents now in the family court system, but what about me, the aunt? Can you give me some advice as to where to start or who to contact?

No there are no "rights" for niece and newphews. Your sister has to stand up for her own rights and let you see them.
