My partner is in prison for 2 years and I'm due to give birth to his child in October, I'm wondering if he has to be there when I register our baby?

Where do you live, since I have never heard of "registering" a baby, you fill out a birth certificate here in the US.

And if he is not there, then he can not be.

At the DBR - department of baby registration. Be sure to get temporary tags before you leave... you'll get your permanent plates in the mail in 4-6 weeks. :)

Sorry... couldn't resist.

You don't register a baby. A birth certificate is filled out at the hospital and that's about all there is to it.

In some countries and possibly Canada you actually do regiter a birth ( baby ) and the mothers receive government assistance. In some cases it lasts for a lifetime.
