I get this severe itching followed by bumps raised lines, on my arm,legs and now it seems to be going to my shoulders and back... after the SEVERE itching and scratching it just goes away... I don't know why this happens I can't associate it with any foods or lotions. It just comes suddenly then goes away...

It sounds like ezcema. My daughter has this. It can be controlled easily but stay away with harsh soaps and lotions, especially ones containing fragrance, and citric acid. Your best choices include a glycerin soap (like nutragena original body bar) and baby lotion.

You might consider going to the doctor, because if it is worse enough, he/she may prescribe a steroid cream such as hydrocortizone or Synalar (the two my daughter have used)
