How do you go about getting legal guardianship over a sibling if your mother cannot provide the necessary care for them anymore?

You get a lawyer and go to court.
That pretty much covers it. If the parent is willing and agreeable, you probably won't need a lawyer. You just both go in and file for temporary guardianship.
