It's my eighteenth birthday in two months. 28th June.
I'm from the UK so I can drink and go to clubs, etc here.

I really need some ideas on what to do, some of my friends won't have a lot of money so something reasonably priced!

Have a themed party at home.

I've been to a few themed dress up ones that were really fun.
One way an opposite sex night which was interesting
Another was a jungle theme...
Have prizes for best costume.

Then you can co-ordinate games for each theme.

One game I really love was a version of pass the parcel, we did it at my friends hens night but inside each layer was a small note. The note read a clue as to who got the gift next (like who has the longest hair, most tattoos or brightest colored bra!)
It sounds childish but it was actually quite fun!
To co-ordinate it wrap the layers in jungle paper or include a jungle prize like swizle sticks with animals on them.

Another fun game is to write out a questionnaire about yourself. Questions like what's your favourite drink etc..
Then whoever gets to most questions right wins a prize.

I know they sound like kiddie games but I am 23 and when you have a big group of intoxicated people they can be quite funny.

A scavenger hunt could be kind of fun...

Give each team a bag with a "to find" list, a disposable camera, $10 (or pounds!), a crazy birthday hat, and other goodies.

Have them go all over your city, taking pictures and getting strangers to do things for them, i.e. buy them a drink (if your friends are all legal, that is!), get a random stranger's phone number, take a picture of the hat on a famous statue or building or person, etc.

Have fun with it!

In the Stanford version, students fan out across San Francisco with cameras and a list of quirky, hilarious and often risqué items to “capture” and bring back. You'll want to omit some of the Stanford choices – the naughty ones and anything involving a tattoo or piercing parlor – but the others are fairly inspired: getting your (preferably male) face made up at a Mac cosmetics counter, singing or doing a conga line through some public venue, or posing with a police officer. Craft an inventive list and turn the kids loose with their cell phone cameras. Code-filled treasure hunts are good options too, as is Geocaching, a treasure hunt that uses GPS units and a web site with thousands of possible treks."

Had to spread the rep HC but love it.

We did something similar for that hens night but we bought a deck of cards that had different things people had to do on them...
Each person drew out a card and if they refused to do it they had to skull their drink...
I drew "Ask a guy for change for the condom machine"
And
"get 5 strangers to kiss you on the cheek"
