My 20 lb pug/rat terrier has a collapsed trachea and enlarged heart and is 16 yrs old.he gags & coughs & gasps all the time & has lots of phlegm, can I give him mucinex & how much for his weight

Do not give your dog any medicines without cnsulting your vet, especially in an old dog :)
