If I am 13years old and I get into a fight can they file charges

Who is "they"?

I am sent kids under 16 who have to do 10-25 hours of community service at our public library (or some other site). They had gotten into trouble somehow, and it is usually a first offense. They are also required to go to anger management classes, tour the county jail or hospital, write letters of apology, and have to tell of their experiences in front of a peer jury.
