I'm not sure what you mean by balanced. You can't write a chemical equation for a single substance.
Copper (II) Chloride = CuCl2. That's it.
CuCl_2 = CuCl_2
Not really very interesting.

I don't know that NiCl and Pb(CH2H3O2)2 will react.
Pb(C_2H_3O_2)_2
appears to be lead (II) acetate but it's not exactly what youw wrote down.
C_2H_3O_2^- is a negative ion (an anion). It can form a lead salt, which appears to be what you wrote. If you mixed nickel (II) chloride with lead (II) acetate, you would get a mixture of chlorides and acetates or chloride-acetate.
