We have changed all of the elements and thermostats but still no hot water.
There is power and checking top thermostat there is 220 at the top heating element 220 as well. Bottom only is getting 110 on black and 110 on red on the heating element and when testing both together nothing. And n110 light comes on when I'm testing the bottom thermostat. Should the bottom test out the same as the top? I have checked the ground & reset the eco. What am I missing here. Could this be a problem in my service panel? If so how do I safely check it.
I do not have a electric test meter just a test light.
Thank you

Hi Msstea..

You should not be getting full power to the lower thermostat or element until the top thermostat is satisfied.

Here, the upper and the lower elements do not work together... the top element will heat the water until the upper thermostat is satisfied and then the power is sent down to the lower thermostat and lower element until the lower thermostat is satisfied or until the upper thermostat calls for power again.

I say you give it some time and see if you get any hot water... my guess at this time is that in an hour or so you will see water temps. Increase and all should fall into place... especially as you replaced all parts. If not, pop back and let us know. It would be helpful if you had a basic tester... ;)

Otherwise, something's wrong... check out the wiring diagram on the left... see how it matches up wire for wire. There's no way you purchased a single element thermostat... is there? Let me know.

See wiring diagram. You should have 240 between 1-3, 1-4, 2-3 and 2-4 upper thermostat.

You will have only 120v between 1-ground and 2-ground on lower thermostat, nothing between 1-2 lower thermostat until upper thermostat is satisfied. After upper and lower thermostats are satisfied you will have 240V between 1 and 2 lower thermostat.
