The area is 0.7858 square inches. Convert that to square feet.
0.7858\,in^2\,(\frac {0.00694\,ft^2}{in^2} = 0.00546\,ft^2)
The flow is 4 gallons/minute. Convert that to cubic feet per minute
\large (\frac {4\,gal}{min})(\frac {0.13368
,ft^3}{gal})\,=\,0.535\,\frac {ft^3}{min}
Now, notice how the units work:
\frac {(\frac {ft^3}{min})}{ft^2}\,=\,\frac {ft}{min}
So simply divide
\frac {(\frac {0.535\,ft^3}{min})}{0.00546\,ft^2}\,=\,\frac {97.99\,ft}{min}
It looks like it's darn close to 98 ft/min.
