If you only have 1000 dollars and 2000 in bills, you have to not pay someone, I have been there.
It is not what you should not pay, but what you need to pay first.
1. house payment
2. electric, gas, power for your home
That gets paid first then a proper car, ( that does not mean a 30,000 show car but basic transportation.
But you need to budget, write down every bill, and then income, and set money back, you may find doing without high speed internet, cable TV, that 3 or 5 dollar coffee every day, can often find you money.
And most important you don't borrow yourself out of debt, and you don't borrow more money, stop using any of the credit cards that have gotten you into trouble
