We do not HAVE a parliament; we have houses of Congress.
A tax bill is a generic term applied to any law that seeks to change parts of our tax code. Since such a bill is financial in nature, it MUST originate in the House of Representatives, but eventually will be passed in BOTH the House of Representatives and the Senate.
