Yes, you can get a passport. There aren't any listings of countries that won't allow a felon in.

A US passport is Federal ID - anyone can get a Federal passport.

You would have to Google the various countries to determine which will allow a felon to enter.

As noted being a felon does not stop you from getting a passport.

The visa to enter another country is the issue, that is not just a felon, but what the crime was and even how long ago it was, that is a country by country issue.

Lets not forget that there are exceptions. If someone owes child support arrears they can deny you a passport. I guess that means you have less rights then a felon.. lol
