Unfortunately, a high enough concentration to kill all the bedbugs will take out you, the cat, and the fish, as well as your downstairs neighbor. The bugs nest in furniture and upholstery, so you really need to have a pro inspect the place before you or they do anything. If a company gives you a price over the phone for something as complex as bedbugs, say "Thanks for the info" and call someone else.
