Are you talking about a pop corn treatment to drywall or acoustic tiles? Pop corn can be scraped off dry, then wet the surface and carefully scrap again with a 12" dry wall knife.

Hi I own a drywall co in green bay wi to remove popcorn you can scrap it off if it has been painted this will be a lot harder to do after it is scraped off you should skim the ceiling with drywall compound 2 times you can then sand it smooth or apply a light texture to it prime it and paint it do not put water in the ceiling wetting the board will cause mold and you it can cause the board to bow or pillow down
