My daughters wish to be adopted by my husband who has been their dad most of their lives.they are 18 and 16 years old. They have had no contact with their birth father for 15 and a half years. When can they be adopted without his consent.

They cannot - the birth father MUST legally consent - in the form which law requires - to the adoption.
