Well recently I met a girl a party that I felt I connected with, apparently she felt the same about me because we ended up going for a long walk just talking about each other, we exchanged numbers and were talking for a few days until one night unexpectedly we both met up again at another party. Few games of beer pong later we both went out to my car and fooled around, mildy drunk.

We both said some things while in the car that night that I was hoping weren't just because of the alcohol but the for the next 2 or so days we just kind of texted each other back and forth but we always seemed to take a few hours to respond to each other. Anyway, how do I tell her that I want to BE with her, and how do I ask her if she meant what she said that night in the car(if she even remembers =[... ) Im 18 and she's 20 if that makes a difference. Any advice/input would be appreciated!

You just tell her that you want to be her and see what she says.

Just tell her. It seems like you already enjoy talking to each other so why not? You guys were talking and texting anyway aside from the drunken night of fooling around.

Ask her out on a real date. That will tell her that you are serious about starting a relationship with her.

Just tell her how much you've enjoyed talking to her since the first meeting at the party. Tell her you like her and would like to continue to get to know her better. Then ask her she'd be interested in going out with you sometime.

You just simply ask her out, start from there.
