HELP!
I watched the second half of this movie on TV about 20 years ago. It looked late 70's/early80's. The movie had some psycho military guy that's against nuclear weapons, & he brings actual plutonium rods into what I believe was a United Nations meeting. He clears the room & gets shot near the end of the movie. The very end of the movie shows black roses growing in the snow of Antarctica, which signifies that the earth was causing the poles to melt, rather than be destroyed by nuclear weapons.
