OK so I had a car accident last night and I need to know who is at fault. I was waiting for a parking spot so I was pulled over but when I realized the guy wasn't leaving his spot I was pulling out and at the same time some guy was driving very fast and hit me. Am I at fault?

Sounds like you were at fault due to the fact you did not look behind you before proceeding forward. The other driver assumed you were still parked and proceeded forward. Anytime I am waiting for a parking spot I always turn my turn signal on indicating that I am waiting for that particular spot.

you were "pulled over" were you off the road way, was it a one lane in your direction or two.

Where did the other car hit you at or what was the point of contact of your car to their car.

But on face value with not any real facts, if the other car assumed you stopped or parked illegally, and you pulled out into the flow of traffic without yielding, I would say you should be.

What was the result of the police report.

Was this on the road or in a parking lot? I'm assuming road because you said you "pulled over" to wait; in a parking lot, you wait for the car to leave - if they don't, you just keep driving down the aisle; no pulling in or out.
