My low fuel light comes on when tank is full not when tank is low, why?

Your fuel sensor has a variable resistance, Empty, full and anything in between has a known value. If it works by a float, it may be binding.
Without knowing the value, You could measure resistance when the tank is empty, fill tank, measure resistance again?
Shop manual is a good investment.
