One of the first things that I would do is make sure that in your proposal that CYA...

Make your proposal also your contract, that way a copy of it can be signed and returned to you... issue two copies to your prospect;

List your qualifications (briefly)

Cover the specifications

On your 'cost page' carefully list your price/s

Make sure that you cover all your legal aspects
