anybody help me verify the correct proportionality of water-cement for screed mixture, e.g.. For 1:3 blend, how much part of cement is the correct amount of water. Is there any limiting value as to this ratio. Thanks in advance...

Water to cement works like this. The wetter the cement is the weaker it becomes and actually sets up faster to shrink crack.

The "correct amount of water changes as to what you are doing to with the concrete.
