Hi, I bought a 92 civic that was supposed to be running but had a bad/damaged ignition lock cylinder, so I changed that out added 4 gals of gas. Went to crank turns over but no fire coming from the dist cap.

I pulled the dist cap off and had my dad crank the car. The dist spins very slowly. But then again that was with a almost dead battery. I put a jump box on it and the dist spun a little faster but not enough to create any kind of spark. But from what I read so far that also means the timing belt is good.

CEL light is NOT on.

I checks the fuse panel under the hood and there was one fure top row blown. It was labeled as "back up"

This is all I have tried so far.. I do have a DMM but I have no clue as to where or what to start testing.. this is my first import and first no fire troubleshooting.

Any help would be great.. I'm a full time father so I don't have any money barely.. I went to a local salvage yard pullaparts today and looked at the honda civics.. they were all stripped down to bare shell so no parts from them :(

Here's how to test all underhood and underdash fuses with a test light or multimeter:

Be very thorough, since it can save a lot of time and money.
