I'm trying to replace my panel board but after the meter, there is no main switch. Do I have to call my utility company to de energized and install the new panel or a certified electrician can do it energized?

Where I live it is OK for the home owner to do some electric work on his own house, (not a rent house) but he has to get it signed off by a licensed electrician.

You will have to get the power company to disconnect you from the main line so that you can do the work. Some charge for this service others don't.
