Hi!
My name is Mama and I would like to know if my uncle can adopt me.
Actually my uncle is an american soldier (he is from Texas) and he wants to adopt me so I could join him in US.
Is it possible? Because I live in France with my Mom. My parents are OK for my uncle's idea. But where do we start from? What does my uncle have to do? Does his military status make things special??
Thx for answering me because we are very confused.

I think this has to begin as an Immigration question and should be moved to the Immigration Board.

If you are asking from an immigration perspective, yes, but there are several important points. (1) how old are you and (2) is your uncle planning on living in France after the adoption.
If you answer these questions, I can give you the information you need.
His military status is not relevant.

Am 17 years old (I will be 18 in october) and my uncle is not planning to live in France. He wants me to join him in US

I think from a immigration view point, you could do this a lot easier merely trying to get the visa's to do immigration with him to help having a place for you to live.
Actually his military status, since he could be called to go off to a war zone with little notice, could be a issue as there would be no "parent" there if he had to be deployed

I thought "singles" in the military, subject to deployment, could not adopt - at least not in NY. Maybe it's different in other places.

Yeah that's true but the fact is that am going to university, its just for me to continue my studies so I could live on a campus if he has to go to a war zone...

I do not believe "I could live on a campus ..." is an exception to the single adoptive parent/deployment issue.
He should consult with an adoption attorney - he will receive free legal services as a member of the military.

no, you cannot get an immigration benefit under these circumstances. For you to be adopted by your uncle and get permanent residence through him; the adoption must be completed before you turn 16.
You may want to consider the F-1 student visa.
