Try to write this question more clearly.

Did your son receive SS benefits with the SSA1099 listing his SS number?

Is he working? If so, how much is he making?

His benefits are non-taxable. You do not include his benefits on your tax return.

Is he suppos to file a separate IRS FORM(ie;1040 etc)?We paid every expense forhim. He is under 19 and afull time high school student. He never worked.

You do not file a separate return for him; he is still your dependent and you will claim him on your tax return.
