My question is, living on a row home street only separated by a breeze way between a twinplex, is it OK to have two big, I mean really big windchimes out back and 3 yes three big windchimes on the side OK? I mean if there is a windy day, I am 8 twinplexes down and I can hear it... what can I do about it... the neighbors around her are to afraid of her to ask her to bring them down, but let's face it we are not down the shore here, I don't want to hear her windchimes down the street... I put a little tiny one up on my side deck and about a day later it was a little windy and in my head I was thinking, just because I like the sound doesn't mean everyone else around me wants to here... so I took it down, what can I do, as me and this neighor do not get along?

During the day, I doubt, at night, it is very possible it is breaking some local laws on noise, have you called the police on the noice

A couple of things. Depending on how badly you don't want to talk to the neighbor, you can always file a report to the police and they will ask her for you and keep your name. Or you could get the largest male in your family or out of your friends to ask her.

If you are friendly with other people within earshot of the offending windchimes have you thought of getting a petition up (worded nicely) that politely asks that the windchimes be taken down?

Have you complained to the landlord about the offender? You could also present the peitition to the landlord as well.

I have tried calling the police, but they tell me to get the neighbors to sign a petition, (but they are all scared of repercussions) if they would sign it then my city would assign a neighborhood advocate to settle, so I guess I have to deal with these people.. I asked them yesterday, very politely and they called me a whore and to mind my own business, so this is what I get to deal with from the new neighbors up the block, aren't I lucky...
