I am green card holder & married to international student studying is us. Can she aplly
For work permit though me or which will be the most quick way to get the legal status so that she study in state tution fee.

You can start the relative petition process for her as the spouse of an LPR, filing the I-130 creates a priority date for her. This is her place in line for the preference petition, but it is a second preference, first sub-preference (FB-2A). Check the DOS visa bulletin Visa Bulletin for April 2009 (http://travel.state.gov/visa/frvi/bulletin/bulletin_4438.html) , but it is at August 2004 for most countries, so backlogged about 5 years.
During the time you are waiting for her PD to come current, she doesn't get an EAD to work, so she must continue her F-1. NB, filing the I-130 may negatively affect extension of her F-1 student status or issuance of the F-1 visa.
