What are the protocols to terminate one's parental rights?

It's not as simple as that. In the ordinary course of events, you're not going to be able to do that.
There's dozens of threads here that go into great detail about that subject. You should read them, because we're not going to post all that stuff again.
Of course, if your situation ISN'T ordinary, then you may get some relief... But, you're going to have to tell us what the situation IS.

1. The parent with the child has to be remarried and that step parent will want to adopt
2. the parents that want to adopt will make application for adoption
3. the other parent signs over rights for that.
*** besides that it is very hard, some states give almost no way, others may ( and I said may) allow it for long term jail sentence, serious criminal activities, but often even with that they may still get at least supervised visits.
If you tell us more about your case we can give you better advice.
*** if you are the non custodial parent and merely want to sign over your rights, esp if you think that will stop child support that does not happen
