The only way I can fill my toilet with water, in order to flush is to turn off the water valve and turn it back on... once the tank is filled with water, the water shuts off or stops flowing and will not fill again once flushed unless I repeat the steps of turning off an on, how can this problem be fixed?
Thanks

What type of ballcock do you have? (see images) Back to you, Tom

Before Tom comes back to advise you with the repair: Your flapper may be sticking in UP position. Remove tank lid and observe, how water exits the bowl and why is it that flopper won't close. Make necessary repairs accordingly...

Thanks but this is not the issue, the water is not entering the tank.

Ok, than replace Fill Valve with Fluidmaster A400. Costs $7.00 in Home Depot. You can do it yourself.

I hate to step all over Milos answer but you don't have to replace the entire ballcock for a faulty seal. What happens is the neoprene seal has swelled and closed the hole the water enters through. This is a common problem with these ballcocks. They have a small washer with a hole,(see image) in the center that swells shut in time preventing water from entering the tank.
Purchase a FluidMaster Seal#242 from your local big box store. To replace it you will have to shut the water off to the tank and take the tank lid off. Twist the top of the ballcock off counterclockwise, and pull up.(see image) Pry out the seal and replace it. Reassemble, turn the water back on and give it a flush. Better now? Regards and thanks for rating my answer, Tom
