Basically new tank Water running all the time slightly Does the arm and ball need to be lifted How do I do that

If water is running all of the time, you have to first ask the question, "where is it going"? Is it going down the overflow tube? If so, the float is incorrectly set or the float has cracked and is at least partially full of water. If the water is going down the overflow tube, you must bend the arm downward so the float will lift the shut-off earlier.
Is it leaking past the flapper? That is very common. If that is correct, you need a new flapper or possibly a new flapper and seat. If it's not going down the overflow tube, it's probably going past the flapper. The alternative is that it's running onto the floor, but you'd probably notice that.

That depends upon where the water's leaking from. It can be leaking past the flapper, (see image) and cause the ballcock to fill or the float ball can be set so high the water spills over into the white overflow tube and won't shut off. Please describe the leak. Does everything stop when you lift the float ball arm or do you still hear dripping? Let me know, Tom
