This bracelet is a cuff bracelet. The tail of the snake is wraped around near the head on the top of bracelet. Head is reared. Looks like might be rattle snake. It is Flat not round. Decorated with small rayed sun spots may be southwest us or mexico?

Ster stands for Sterling or .925 purity silver(high purity). So my guess is what you have is a silver bracelet, that was made as costume jewelery(what Sarah was known for, according to the above site)
