Everyone,
It's been awhile, I have been doing research on William Penn. A friend had told my that William Penn and the King had made an agreement not to change income tax on the people of Pennsylvania because of something. Then another friend had told my that you don't have to pay income tax in this state if you had chosen not to , you had to tell the revenue upon your first job, that paying income tax is a voluntary act on your part. Is there different income tax laws for each state?

First, I really doubt that William Penn had an agreement with anyone to not charge an income tax. That's because the concept of an income tax came into play after the colonization period. Before then, there was little in the way of wage earners. Taxes were applied against property as that's where the majority of wealth was.

Second, there are a number of theories about income taxes violating the constitution. Several court battles have resulted. I don't know of any instance where the government lost to the point where courts agreed that people did not have to pay.

I suggest you do some research by googling income tax protests to see what there is out there.

In the law words are very important. In fact, FILING your tax return is voluntary. PAYING your taxes is not.

Yes, every state has their own tax laws, however some states don't have an "income" tax.
