How do you write a letter to a judge about someone in jail that has been denied work release, but wants to get work release?

Your letter - unless you are the employer, guaranteeing the employment - is meaningless.

You point out to the judge which particular law you are basing your request on, and argue that the judge should obey it.

Why was he denied work release? How long has he been in jail? How long does he have to be there?

The judge is not really in the loop at this point, he has been sentenced to either jail or prison, so either the county or state dept of corrections is over any work release, unless it was ordered or allowed in the sentencing

Are they in jail, prison, was work release listed in the judges orders
