Can I sign over a check to someone else to be deposited in their account? Same bank as the my garnished account.. Will the IRS take the check because it has my name on it?

A garnishment would specify the funds that can be taken. It is not blanket authority to confiscate any and all money. Therefore, the IRS can not take money just because your name is on the check.

However... If they find out about it, and believe you are concealing funds to avoid paying a legitimate debt, it is possible that you could be charged with fraud.
