My passport expired 31st of October 2006. Do I need to apply for a new one or do I renew my old one

You have to renew, access passport information here. It can be done on line:

IPS (http://www.ips.gov.uk)

Actually there is no longer a renewal because all new passports are e-passports. So you need to contact the consulate in person for biometrics. Apply at least 3-4 weeks prior to expiration date.
