Hey,
I ould like to apply for a portuguese passport.. can some one direct me how to.. my mom has a postuguese passport..

IF you are an American citizen and you are wanting to obtain Portuguese citizenship then what's below would apply. However, if you are a citizen of another country your best bet would be to contact the nearest Portuguese consulate in your area AFTER making sure that your current country of citizenship ALLOWS dual citizenship.
To apply for Portuguese citizenship (to a person born outside Portugual to Portuguese parents):
If your parent's marriage has NOT been registered in Portugual, before you can apply for Portuguese citizenship you need to do that.
To register parent's marriage:
- parent's birth certificates (if Portuguese, issued within 6 months). You can request Portuguese birth certificates online through the official Portal do Cidadão website. You can register here in English but every other part of the site is in Portuguese. https://www.portaldocidadao.pt/PORTAL/pt/AreaUtilizadores/Registo/Registo_p1?JS=true
-certified copy of your parent's marriage certificate
-check for $141.26 payable to Consulate General of Portugal (double check the current price)
After parent's marriage is registered you need to request a new copy of the Portuguese parent(s) birth certificate(s) with the marriage amended.
Then to register your birth:
-certified copy of your birth certificate
-applicant's copy of passport
-birth certificate of parents (if Portuguese, a "Narrative" certificate issued within 6 months with the marriage amended (AFTER the marriage is registered in Portugual)
-if applicant is married, certified copy of marriage certificate
-address and phone numbers of applicants and parents
-check for $379.94 payable to Consulate General of Portugal
The above paperwork does not need to be submitted in person but can be sent to consul by mail.
However, to apply for your ID card aka Bilhete de Identidade (which is currently being phased out in favor of the more technologically-advanced Cartão de Cidadão aka Citizen Card) you do need to go in person because they require taking a fingerprint.
You also need to go in person to apply for your passport as they also take a fingerprint and a digital picture.

I've seen quotes on the internet that a Portuguese passport can take between 1-3 weeks. For my own adult passport, it took 1 week from applying at the San Francisco Consul to receiving my passport in the mail. Hope this helps.
