Figure out how much money you will need as startup. Can you work from home, or will you need to rent office space? Do you need to buy furniture and equipment? Do you need to purchase inventory? Will you be hiring people? If so, how many?
What is your mission? Write up a business plan. There are templates and guides if you Google for them.
You may have to register your business in your village, your township, your county, or even your state. You yourself may need a license or some other credential in order to be legitimate.
Your public library or bookstore has books on starting a business and writing a business plan.

Please don't stick your question onto someone else's -- start your own thread.

If you have a product or service that you intend to offer other businesses or consumers the first thing that you need to do is research to determine what the market for this is.
Then sit down with the best information that you were able to obtain and evaluate your potential. Calculate all your costs (at this point, best guess); all overhead: any labor, manufacturing costs, supply costs, advertising costs, insurance, (much more, but you get the idea), etc.
Please remember that incorporating is for your own safety and security.
Then after you understand what your total costs are, find out what the market 'will bear'; what you can sell this for? When you know your costs and sell price... what is left is obviously the profit you will receive.
I would suggest that in the beginning, try be very stringent with rigorous discipline on your overhead.

What you need is a business plan. Wondergirl and Stringer have already given you some ideas that would be specific to formulating a business plan.
The subject of starting a clothing store and formulating business plans for the same are found on many sites on the Internet. Please click on the following links.
Clothing Store Business Plan - Google Search (http://www.google.com/search?hl=en&safe=off&q=Clothing+Store+Business+Plan)
Sample Clothing Store Business Plan - Google Search (http://www.google.com/search?hl=en&safe=off&q=Sample+Clothing+Store+Business+Plan)
You could find a plan that's similar to the type of business that you want to start, and then tailor it to fit your specific needs.
As far as getting the money for such a store, if you have a business plan already in place, you'll be much more likely to be able to get funding.
Thanks!

Excellent answer Clough, running a business is like traveling a long path, you need know your destination (success). Then plan your direction and your route, this is your business plan (simple view).
Once your plan hits the paper you will be in a better position to define your methods and discover exactly how you intend to accomplish this.
A business plan is not only a necessity for your own benefit, but exposes your in depth professionalism to others such as banks or other funding equities. No one will buy a 'pig in a poke.'
Always remember to *KISS.* Be brief, but informative and optimistic about your intentions. This will actually be your very first 'sell.'
