If a person is sentenced to probation only and no jail time; within how many days after the sentence hearing do the person need to report to his PO.

Call the probation department... they will tell you. Most likely you will get a letter telling you the first time you need to report. At least that is how it is handled in MA.

Every time I've been in the system, I've never known them to leave anything open ended and left to chance...

By that I mean, I'm absolutely positive that a recently convicted person who was sentenced to probation, was told exactly WHEN, WHERE, and to WHOM to report. I'll bet it was even written down for him and he signed it.

I just don't believe they told him NOTHING about reporting.

Now, if they DID screw that up, I'm sure his PO is wondering WHERE he is. I would have reported THAT DAY. I would NEVER give them an opportunity to violate me, which is what I think your person is doing.

Yes, if I was not told, I would have went down that day and asked.
Normally it is made clear, but if not he should have gotten a letter. But normally the person was told when in court.

Does the court have the correct home address of the person that has been put on probation? In any event, they need to call the probation department as soon as possible to find out just when to appear at the probation office. There is no excuse not to show up (i.e. wrong home address, wasn't told when) and that person will need to find out on his own. The probation office does not hold your hand as they assume that you are an adult capable of finding out important information like this and then showing up.
