I purchased a home 2yr ago, it had been freshly painted throughout. The paint is now cracking and coming off in pieces in all rooms.

What type of paint or prep will I have to do to re-paint?

I have oil based KILZ.. will that resolve my problem w/o chipping away all the 'cracked' places on the walls?

You'll have to scrape any and all loose paint, then use that at Kilz (you coould use Latex Kilz, that Oil based stuff stinks). Do you see primer under the paint? Just wondering why it is peeling.

Thanks for your quick response. The paint 'underneath' does not appear to be a primer.. each room has an 'old' color paint i.e. turquoise, etc. I did get odorless KILZ.:)

Latex paint does not crack like oil so I suspect the wrong paint was used. Oil on top of old latex will crack and peel. You may need to scrape the entire room to rid yourself of the oil based paint.

Thanks for the oil vs latex answer. The cracking/peeling is in different places on the walls, I have scraped until the 'old' paint will no longer scrape off. I can do a light mud job on the big areas scraped to level scraped area to non scraped area.

Question is how do I 'scrape or treat the part that still is intact, in order to re-paint the room(s)?

I had the same problem and it's a pain.

There really isn't anything you can do. If it won't come off, then probably it adhered. It just means that the surface wasn't prepared properly. The paint comes off in very large chips at times.

Lightly sanding with a course grit will let you know quickly where you have to scrape more.

Make sure the edges are featherd.

Redi-patch (Home Depot) seems to work very nicely. I like the way it flows and sets.

It's a lot of work.
