We have been experiencing low water pressure in our home. We called  a plumber and he found a crimp in one of the pipes. The pipe was replaced but the water pressure stayed low. The plumber flushed the lines and a black gel kept coming out of the pipes. He flushed them three times and the gel kept coming out. We called the city, the, they came out and took a sample
 
Does anyone have any ideas?

What type of pipes Are we talking about?  Copper, plastic or galvanized?  Pump or city water?  How old ? What did the city have to say when they tested the water?  Answer me and I'll answer you.  Tom

Do you have a water softner?  If you look real close at the gel does it consist of very tiny balls(the size of a pin)  If so, you have a water softner problem, if not, please let us know what the city says.

The house was built in 1985. The pipes are copper and we are on city water.
They just took a sample to day and said the it would take 5 days for the results.
The gel has the consistancy of jello but it is grainy, as if it was filled with dirt
