My 91 honda civic is not starting even with a new fuel pump! I thought that's what it was and I guess I was wrong, but I took the cover off my timing belt and the belt is loose not tight like it should be, could this be the reason its not starting? Help me!!

Yes, it could. I would not try to start it because, if the belt has slipped, you risk damaging the valves and pistons. I would have it towed to Honda for repair. There's more to replacing timing belts than most people realize. The timing belt tensioner may be part of the problem.
